I think it could be resolved by merging the pc91_census data with
pc91_district_key to obtain district and state names.

Hello Everyone,
I recently downloaded Census Data 1991 from devdata 
(https://www.devdatalab.org/shrug_download/). The dataset has state id and 
district id but does not include district and state name. I looked up for 
codebook but could not find one. Wondering if anyone has used the data 
previously and/or has any idea.
