For instance you might not want people actually doing phone calls during take-off and landing (where you don't have staff to tell them off) or during flight (because it disturbs others). Apparently the FCC banned it in the US to not have fast-moving devices in the network. Even if Wikipedia shouldn't be the reference, [1] has a bit of content about that. As far as I saw no luggage in the compartment was inspected. There was just a border official going through the bus and collecting IDs (verifying the picture). We then got them back from the driver.
