Compare this to the apache-dev package, which seems to provide a more useful description. apxs seems to be a major component of the -dev packages that is mentioned in the official Apache documentation <http://httpd.apache.org/docs-2.0/dso.html>, yet it is not readily apparent that these are the packages that provide it.
