I disagree:
  a.  Not all translators run Debian unstable[1][2][3]
  b.  Not all translators are well connected to Internet[4][5]
  c.  Not all translators are able to run these commands, whatever simple
  they look like[6]
  d.  It is not always as simple as running debconf2pot, see e.g. netcfg
  or alsa-driver

File size is not an issue, it is smaller than a PO file.

Maybe we should learn from other projects how to improve l10n?

There is one problem we can't solve, translators cannot commit their
changes to a CVS repository but have to submit dormant wishlist bugs.
But we can help translators by providing a translation framework
similar to what other projects do, i.e. have automatically generated
web pages giving accurate status report with links to POT files (for
new translations) and PO files (for existing ones).
And if templates.pot are not shipped in source packages, I am not
interested in having them generated by the translation center, it is
silly that we can have rules to make packages suitable for autobuilders
but not for translators.

[1]  po-debconf won't of course be available on their woody CDs
[2]  unpacking some source packages requires a recent dpkg-source
[3]  I know some translators do not run Debian on the machine on
 which they could help for l10n
[4]  downloading a 3MB tarball with a slow connection is no fun
[5]  please read the entire mail before replying that putting templates.pot
 in the source package increases download time
[6]  why do you think Grisu and I put links to templates files on
 our sites dedicated to templates translation?

yes, ok, but libdebian-installer1 was introduced to support correct lib
dependencies with soname and all ...
So maybe it's time to use libdebian-installer1 and libdebian-installer1-dev

Ok, here is another patch.

It corrects the warning about wait() (missing #include) and it changes
slang1-pic to slang1-utf8-pic, since now we uses slang1-utf8 in cdebconf.

one big difference between potato and woody is in the availability of CDs:
now they can be downloaded using jigdo; but the release notes do
not mention this (big) improvement; so people that are upgrading their
system may not notice it

I think IMHO that this is a relevant info: the installation note
 should probably say something like that:

to install  Debian 3.0 you may use CDs sets.
 A full CD set for Debian 3.0 is composed of 7 CDs, containing binary
 code; the source code for Debian 3.0 packages is in 7 CDs. To install
 Debian, you don't necessarily need all the 7 CDs. etc etc


and the release note may as well mention that the Debian 3.0 is 
in 7 binary CDs, 7 source CDs

also, they may explain the difference between binary-1-NONUS
and binary-1 a little; something like

if you live in the US, the first CD in a set is called
  binary-1, otherwise  binary-1-NONUS 


 Please send your corrections/fixes preferably as diff against the
 version in cvs -
 debian-boot/boot-floppies/documentation/release-notes.sgml.

Including usb-storage.o, dropping two languages on i386

Hello,

would anyone mind if we include the usb-storage driver on the root.bin
filesystem? This would allow users of USB attached CDROM drives to
install quickly, without making driver floppies first. Consider that
some Laptop users even do not have a floppy drive and would be forced
to by one (expensive).

Putting the driver on the floppy costs space, so two languages would
have to go (they will be available when the CDROM is accessible), ja and
es. The language catalogs on the floppy image would be: en pt de fr.

Cardbus is basically pci, so most of the pc-cards with a cardbus

Maybe... but:

# CONFIG_HOTPLUG_PCI is not set

John may think about reenabling it, so PCMCIA users can install easier
with bf2.4.

I made a Config option to support only the -x option in dpkg-deb, the
overheads of dpkg-deb -x are less than the overheads of ar, so now maybe
the debian installer will use dpkg-deb to unpack debs instead of the piped
shell command, better to use dpgk-deb to unpack just incase udebs start
using [data|control].tar.bz2 (hint hint)
