Debian-Installer: Issue with Tajik characters

Dear All,

It looks like something went wrong with Tajik characters for Debian-installer.
Could you please, help to resolve the issue. Please, see the attached capture 
with broken characters.

Also, It looks like Tajik translations for Country names and Timezone have not 
been applied to the latest iso image to check. I use this one (GTK) for tests: 
https://d-i.debian.org/daily-images/i386/daily/netboot/gtk/
Should check Tajik translations for Country names and Timezone from the other 
source or iso build?

Install required manual installation of firmware, boot loader,
device-tree and initial boot configuration, but otherwise went mostly
ok. Some of that will be fixed in upcoming u-boot and flash-kernel
uploads.

The install ran very slow, as cpu frequency scaling was not enabled, and
the default processor speeds on this board are very slow.

Comments/Problems:

For arm64, debian-installer does not include the device-tree files from
the linux-image package, so I had to manually download the appropriate
linux-image package and extract the correct .dtb file. This works for
boards where the firmware provides a device-tree, but not all boards do.

U-boot and flash-kernel didn't include support; both will be fixed in
next uploads.

In order to load u-boot, this board requires building
arm-trusted-firmware and m0 firmware from theobroma's git repositories,
so until that is present in Debian it may not be possible for
debian-installer to provide initial boot images out of the box.

The daily installer was running a 4.15.x kernel, and I saw that the
4.15.x kernels had landed in buster, so was surprised on initial boot
that it installed the 4.14.x kernel. Linux 4.14.x had some instabilities
that seem to be fixed in 4.15.x.

Enabling cpu frequency scaling from debian-installer would significantly
speed up the install process for this board, as the default CPU speeds
are quite slow. Ironically, the faster A72 cores do not support CPU
frequency scaling in the kernel, and the board appears to run faster
with those cores disabled.

Debian-Installer fails to setup IPv4 networking.
Claims that "no routers" were configured.

A working network configuration.

*list* of routers", so do not quote it to allow IFS splitting.

Running the following command by hand shows the error:
