After installing more packages and upgrades, some which - probably - rebuilt 
the initramfs, I now have dvorak keyboard layout to enter my passphrase for my 
encrypted drive.

So yes. keyboard layout definately is supported in initramfs :)

I did get quite a bit scared when the change happened though...

Comments/Problems:

I installed the system selecting 'dvorak' keyboard layout in the installer.
I selected encrypted lvm setup during partitioning
I entered a passphrase using dvorak keyboard layout

on boots of the machine, I need to enter the passphrase using qwerty keyboard 
layout in order to get access to my root filesystem.

I guess some setting isn't fully transferred from the installer to the right 
place in the installed system.

I do have dvorak layout when it reaches the login prompt.

Yep. It works on another laptop of mine. installed maybe a year/year and a 
half ago.

The point is that from the tools within Windows 2000 you either must link a 
operating system of the printer on the window, or must overclock the laser 
ADSL file over the processor to the fan for telnetting from a SCSI front-end.
