HOW? It would be easy to add this to debootstrap's call, but if the
packaging is missing in basedebs.tar, people installing from it would
fail. So debootstrap would require an update, or at least a change in
basedebs.tar building script and an update of basedebs.tar. I think
Anthony is the one to make this decission.

Eduard Bloch told me it's a debootstrap issue (there's no need for eject
in the initial installer, just in the basedebs since CD changing only
happens during second stage install).

Yes, that shounds like it.
I don't really like the way the amount of packages debootstrap installs is
increasing, but that probably has to be done...

There probably needs to be a long-sought distinction between 
base system
and 
installation system

Hmmm, floppies, if anyone was so brave as to use driver floppies;
you would need eject for that.

There isn't a distinction: base is precisely what is needed for an
installation. There is a distinction between required (cf essential)
and base, though.

The current way we describe base isn't really great, but it's what we've
got. Seems to make the most sense to add eject to base on all arches.

These are the types of sets as I understand them:

  install-core
   -- what is needed on install media for creating a
  self-bootstrapping system on some other media
  (defined by boot-floppies and debian-installer)
  base
   -- what is needed for a self-bootstraping system
  (defined by debootstrap)
  required
   -- packaged flagged as required
  (defined by the archive)
  ...
