Your templates.ca contains unwanted leading spaces.
Apart from that, encoding does not really matter yet for debian-installer.

Debconf templates in the -udebs should be in UTF-8.  I don't care if
they are in klingon in the source packages as long as they are in
UTF-8 in the binary packages.  If the templates are not in UTF-8 and
the build process does not convert them, then feel free to fix either.
