debootstrap: Add a new --extra-suites option

Hello,

Perhaps this went off-radar?

Add a new --extra-suites option to support debootstrapping Debian Ports
architectures with essential/required packages in its unreleased suite.

Debian ports will need this to be able to create chroots without losing
sanity.

Upcoming stable point release (10.2)

Hi,

The next point release for "buster" (10.2) is scheduled for Saturday,
November 16th. Processing of new uploads into buster-proposed-updates
will be frozen during the preceding weekend.
