I've just double checked this over 2 clients and couldn't get the same error as 
you got (i made sure i used a connection that doesn't have an special firewall 
privileges also) i did see a warning about pasv ftp server specifying a non 
routeable IP but the client was still able to connect and download a file 
without issues. - i've specifically resolved that issue to make sure its not 
causing your troubles though

I also checked with Mac command line FTP client and it worked correctly - 
little bit at a loss here on that one

Server is on a gig port but we have it manually switched down to 100mbps for 
now (again this is something we can increase as the need arises with no issues)
