In reference to bug #1004447.

The FCC unlocking scripts (in /usr/share/ModemManager/fcc-unlock.available.d) 
105b and 1199 use `qmicli-binary` to perform the unlocking operation. The 
binary, which is in libqmi-utils -package is not installed by default or as a 
dependency to modemmanager-package. If the binary is missing, the symptoms of 
the bug are as described in #1004447. This can probably simply be fixed by 
adding libqmi-utils as a dependency to modemmanager?

I also noticed that the script `1eac` uses mbimcli-binary, which also doesn't 
seem to installed by default, but I haven't examined that further.
