Bug#535980: hal not loading addon-cpufreq on boot, but restarting hal loads it

Nor do "ps aux|grep hal" list /usr/lib/hal/hald-addon-cpufreq. "sudo /etc/init.d/hal restart" fixes the problem - PowerDevil can select frequency governers, and "ps aux|grep hal" now list hald-addon-cpufreq.
