Bug#701201: requested libata.force and time information

I haven't done it before but now I tried to replace libata.atapi_passthru16=0 
against libata.force=noncq and it was successful. Which of both solutions would 
you prefer?

time /lib/udev/ata_id --export /dev/sr0 returns:

Bug#701201: Found root of problem and workaround

Dear Maintainer!

The problem, as I worked out, is an old-known problem about udev, where the 
boot parameter libata.atapi_passthru16=0 has to be set explicitly for some 
hardware .

Dear maintainer,

just to give you some more information:

The error also occurs using the weekly build: 
http://cdimage.debian.org/cdimage/weekly-builds/amd64/iso-cd/debian-testing-amd64-CD-1.iso

Further I thought it could be usefull to know, that the error occurs at all 
possible three SATA-Mode-Configurations:
- RAID and AHCI result in exactly the same error-message
- Native IDE result in the same error, just that ata8 and ata8.00 are replaced 
by ata2 and ata2.00 within the message

Problems: ATA bus error
There occurs an error while installing the image named at the top on my 
computer. At first the initial menu to select between
the way of installing(graphical or not) etc. is shown. Selecting one of these 
ways to install leeds to the following error-message:

Updating my current version works, but I would prefer a clean new installation
so I don't have to deal with many dependency-problems I'm getting into.
