Bug#930721: vim: Syntax highlighting breaks if buffer is reopened/reused or `:syntax on` is repeated

(I believe this bug, as annoying as it is, fits the definition of a
"normal" severity bug.  I wouldn't have changed it, but AFAIK merging
multiple bugs requires their severity to be the same.)

Looks to me like patch 8.0.0066 (which was part of the mass backporting
to fix CVE-2019-12735) causes this bug, and patch [8.1.0067] fixes it,
but was missed.

I've built up a local copy of this package with the patch added, and the
bug is gone.

As an aside, are the vim unit tests fun to watch or what?
