Raphael: thank you for your suggestion and linked bug. Now I re-upgraded bugzilla3 (I downgraded it when I saw the bug) and everything worked. So it looks like the problem was caused by the absense of libdatetime-perl at the time I upgraded bugzilla. I.e. it is caused by #589912. However, there was no inconsistent state.
