The --preallocate flag is meant to allocate blocks in the filesystem
without actually changing the filesize. In the most recent update,
the --preallocate option stopped working; it now allocates but fails
to keep_size. The expected behavior is for the filesize to start at
zero and then grow during the transfer.

The preallocation+keep_size failure has a significant negative impact
on our backup system. This can lead to data-corruption.
