Just to follow up on this bug, duplicate here recently reported

I really like clive/cclive I have used it for years.  Not a very sexy program, 
but it is useful.  I noticed the 403 problem started a couple of years ago.  I
tend to just move on to another link, never found a workaround, or any pattern.
All files downloaded lost extension about a year ago, progressbar is gone also.

The package still works around 75% of the time on youtube, and it's no trouble
to avprobe and add the correct extension.

Dear Maintainer,

Pretty good, but lightdm crashes x on this board.  Also reportbug does not 
--configure itself on first run.

Hope this info will help someone, not sure where to send it.  Maybe you can help
forward, this will probably be a fairly common problem when wheezy goes stable.
