Package: rust-hdrhistogram

I recently updated the hdrhistogram package and as part of that I resolved the issues that were blocking the tests from running on as autopkgtests.

Unfortunately when running the autopkgtests on i386 two tests failed, I can also reproduce this locally.

|I strongly suspect these failures are related to the quirky
behaviour of the x87 FPU, but I have no idea  how to debug
them further. I also don't know how to judge the likely
impact of this issue on real-world application code.
