I only followed that from afar, but I suspect the difference between
both installations is that netinst embeds init-system-helpers 1.64 (in
testing at the time the image was built), while netboot pulls 1.65.2
(in testing currently).

Now, testing the bookworm alpha1 NETBOOT image on IBM T60 Thinkpad
(i386 hardware), that failed during base system install:
