it is something that should be fixed, e.g. not having a homepage link
at tracker.d.o made it harder for me to collect the data for #1031587.

The severity is my fault.

Most of the bugs I report are RC and my fingers were automatically 
typing the number for "serious" in reportbug, and I didn't notice.

Could you please provide some additional information here that I'm
obviously failing to understand.

The Homepage field is an optional field:
https://www.debian.org/doc/debian-policy/ch-controlfields.html#binary-package-control-files-debian-control

I personally often leave it out even when a homepage exists but contains
very little useful information (probably all already available in the
package itself).

If this is even a bug then it would be at most Severity: wishlist as I
see it.

What am I missing here that makes Homepage so important for this
package to warrant a release-critical severity?
