I unfortunately don't have the time to maintain libconfig these days, so feel
free to adopt the package if you are interested.

I'm intending to to salvage libconfig. If you are unaware of the ITS procedure,
see [1] for details.

There is no visible maintainer acitvity on the package since 2017, the package 
is
NMU maintained since 2015 (currently 4 NMUs in a row)

One of my packages (where I'm upstream of too) could benefit from an updated 
libconfig,
for which a wishlist bug exists since 2017 (#869596), other users have also 
asked for an
update in that bug, so others would be happy to if there is a new versio in 
Debian.
Upstream fixed the SONAME problem mentioned in your reply to #869596 and has
released fixed versions (currently 1.7.3, released July 2021).

Additionally there are other unhandled bugs in the BTS, and #904857 is 
indirectly
asking for a new upstream version as well.
