Thanks for the information. Although the description does mention 
potential problems with /etc/network/interfaces, it doesn't mention the 
solution, and this naming is confusing. Usually *-base packages are not 
packages meant to be installed alone. It would be clearer if the current 
dhcpcd package was named dhcpcd-systemd-integration (or something 
similar), and the current dhcpcd-base package was just dhcpcd.

The long description of the 'dhcpcd' package is very clear that it
should NOT be installed if interfaces are configured using ifupdown.
Purge 'dhcpcd' and only keep 'dhcpcd-base'.

Actually, further test show that dhcpcd-9.5.1, nor dhcpcd-10.0.1 don't 
fix this issue.

What fixes it, is disabling the dhcpcd service in systemd. This works 
even with 9.4.1: interfaces are brought up all right after boot even 
without this service, and can be brought down and up again later!

Hi,

With the dhcpcd shipped with Debian 12, it is no longer possible to 
bring an interface down and up again:

ifdown eth0 ; sleep 1 ; ifup eth0

Indeed, the ifup can no longer connect to the master dhcpcd process:

According to https://github.com/NetworkConfiguration/dhcpcd/issues/159,
