I now checked the file versions of the CTAN package and compared to the file versions in Debian and they are identical. So, we look at v1.726 in Debian. Running locate newtx | xargs grep -r "1\.726" returns nothing from the system-wide directories. (Running tlmgr info newtx as a normal user yields no results, and I don't know whether running this command as root would break anything.)
