Also note that since 0.3.1+dfsg-1 incorrectly added a build dependency
on libopenblas-dev, the package no longer builds on armel, and thus
cannot migrate to testing.
The right fix is to drop the Build-Depends on both libatlas-base-dev
and libopenblas-dev, and to instead Build-Depend on libblas-dev.
