Hi *

Since the uml-net user does only exist when user-mode-linux is
installed (or not even then?) I can't add this do devfsd.

By dropping a file into /etc/devfs/conf.d/ containing the line:
  REGISTER ^net/tun$ PERMISSIONS root.uml-net 0660
user-mode-linux can do this itself though.

devfs is deprecated upstream, and there is a better method
 described in the README.Debian.

Could you give me a short hint, which README you're speaking about.
Is it that one of devfsd, which explains shortly how to define new
devices?
Well, I've already fixed that. So I believe I know how to do that.
However I wanted a general solution in Debian.
Hmm, as devfs is depreciated anyway by upstream I'd like you to
answer my question above and then simply close that bug.

Kind Regards,
  Hilmar

Yes, by using /etc/devfs/devices.d.

Any package can drop a config file there.
