As noted, the unsightly accented characters are a result of HTML output being encoded in UTF-8 but being displayed in a browser with the encoding set to ISO 8859-1.
This is not a bug in the DocBook XSL stylesheets. The stylesheets provide mechanisms for enabling you to set output encoding to whatever you want.
