Note that a dialog for this type of changes is strongly disliked in Debian (otherwise on woody-sarge you'd get tons of dialogs), but a NEWS.Debian is suggested. Note that with the apt-listchanges package you can have those entries mailed to you on upgrade, if you wish to read them, and even if not, NEWS.Debian is the first file to look for if something weird happened to a package. We _could_ also refer to squirrelmail-locales in the squirrelmail package description, though I don't know whether that's a good place to put a mention like this.
