Of course, it's a kpathsea feature:

I'll ask on the TeX Live list.  I think someone once said aliases are a
bad idea, but I do not agree...

P.S. as for the mail thing, I hoped you would do it because you
understand a bit what's going on on the Launchpad side.  I only can say
they want to send us a confirmation e-mail.  But that is probably

IIRC the alias file is a feature of the kpathsea library. I don't have
that manual here to check that, though. In that case it would be supported
by all applications that use kpathsea.
