This bug is a problem in Perl-Tk with the Scale widget which occurs when the
resolution parameter is less than 1.

The maintainer of Perl-Tk is aware of this and is in the process of working
on packaging a new release.

Clicking on slider for moving circle resets to zero and then can do
nothing else. Same for 'start from bottom'. 'distance between circles'
works correctly.
