I consulted that document when I filed the bug. Quoting
from that document:

grave
makes the package in question unusable or mostly so,
or causes data loss, or introduces a security hole allowing
access to the accounts of users who use the package.

Well, yes indeed, the package is unusable. I can not really
hold a conversation with such severe dropouts. I miss so many
words that asking the other party to repeat is often not enough.
Basically I am without a phone right now.

So, according to Debian policy, this is a grave bug.

I use IAX protocol over an uncongested LAN to the IAXy adapter.
I hear dropouts of about 1 second, alternating with OK sound for about
2 or 3 seconds. I get this when just listening to the local asterisk demo
sounds, as well as with VOIP over the net. When doing IAX2 over the
net, the other party does not hear (not hear, heh) dropouts.

A tcpdump trace shows that packets are not getting sent to the IAXy.
They never leave the computer.

This is a Mac, with the MPC7400 PowerPC G4 CPU.

So far I've tried two kernel configs: The first was 2.6.13.2, and the second
was 2.6.13.4 with a 1000 HZ tick and that evil ztdummy.ko driver loaded.
Nothing changed.
