This is a follow-up to BTS #335902.

The problem reported in this previous bug report, sum up in been a
configuration error. This problem would have been avoided with a better
documentation of the Maxinstance directive.

I would suggest changing the MaxIntances description in
file:///usr/share/doc/proftpd-doc/Configuration.html with the following:

Upstream adapted your phrasing, see [1]. I tag that bug a fixed upstream 
for now, as the updated docs will be contained in one of the next releases.

I would suggest changing the MaxIntances description in
file:///usr/share/doc/proftpd-doc/Configuration.html with the following: 

The MaxInstances directive configures the maximum number of child
processes that may be spawned by a parent proftpd process in standalone
mode. The directive has no effect when used on a server running in inetd
mode. Because each child proftpd process represents a single client
connection, this directive also controls the maximum number of
simultaneous connections allowed. The MaxInstances directive can be used
to prevent undesirable denial-of-service attacks (repeatedly connecting
to the ftp port, causing proftpd to fork-bomb). By default, no limit is
placed on the number of child processes that may run at one time.
Additional connections beyond the configured limit are syslog'd and
silently disconnected. In such a case, no ftp error message will be
return. If such error message is needed/wanted, use the MaxClients
directive with MaxClients  MaxInstance.
