Hm... I tried to find a fix already. But there is a selector
problem. So wontfix is correct until all layout blockquote-tags are
removed at the moment.
After having some talks on the IRC channel yesterday and also after
checking most of the blockquote and q blocks under all the pages in
german dir I think that an accurate fix could be adding the following
to german/debian-de.css file:
html[lang=de] q[lang=en]:before { content: \201C; }
html[lang=de] q[lang=en]:after { content: \201D; }
That and also add the lang=en attribute when missing on q blocks.
That change on the CSS file will affect the quotation marks on other
pages too of course (not only the one stated on this report), but AFAICT
that seems to be what's expected.
In example, that will also change the quotation marks around Exploring
Cryptographic Software in Debian's Main Archive text in
https://www.debian.org/legal/cryptoinmain.de.html page, what again AFAIU
is the expected behaviour.
I grep'ed the whole german directory and checked all the q blocks
that had already lang=en set and they were correct (their content was
english text). There are still anyway q blocks with english text
without the lang attribute set, but I'm not sure really if they should
be changed.
I'm attaching a patch (de-css.patch) file which adds the CSS lines and
another patch file (q-lang.patch) which fixes the q blocks that were
badly quoted reported here and a couple more I found.
