I just got upgraded to metacity 2.14.1-2 with gnome 2.14.1.1
I now have this problem and others related to focus and window raising 
post upgrade.
I use sloppy focus and did not have raise by click checked before my 
upgrade.
Traditionally, I have used titlebar click and the window list to raise 
windows.


These symptons exist post upgrade:
1. Clicking a window in the window list does not raise the window
2. New windows are created behind existing windows.
3. In a new window, clicking the titlebar does not raise the window
4. A new window can be raised using RMB and checking On Top
5. On Top does not keep a window On Top.
6. Once a window has On Top checked, then it can be raised by titlebar 
click from behind other windows, behaving like a window normally should.
7. If On Top is not unchecked, the window goes to the back, and can 
not be brought back to the top without rechecking On Top

8. The On Top setting has no effect on the window list problem

 doesn't raise windows when I click on their entry in the window list.

I can confirm this bug.  However, this might be caused by the mismatch
between versions of your gnome-panel (2.12) and metacity (2.14).  See:

The Gnome 2.14 stuff is just starting to come into unstable, so I'd say
downgrade to metacity 2.12 (or just wait it out) until gnome-panel 2.14
comes in.

Metacity 2.14, with don't raise windows on click gconf key set,
doesn't raise windows when I click on their entry in the window list. I
consider clicking on the window list equivalent to clicking on the title
bar, which seems to be the only way to raise windows (apart from
alt/windows-key+clicking on the window itself).

This really causes problems when I'm trying to bring forward a window
that's behind other windows. I can see the entry in the window list
applet, but I can't see the window. Even minimize/unminimize doesn't
work.
