I'm quite puzzled by this bug. As I understand it the program update-texmf is provided by tex-common nowadays whereas it was provided by tetex-bin for the version you have. In either case, the file /etc/texmf/texmf.d/05TeXMF.cnf should have been installed by one or the other of these packages (in your case tetex-bin) *before* update-texmf was invoked by the tex4ht-common installation. Versions of packages tex4ht-common depends on: ii tetex-bin 2.0.2-31 The teTeX binary files Checking your specific bug report is made additionally difficult by the fact that this version of tetex-bin is no longer on the archive.
