This morning, I applied the last upgrade for phpmayadmin, and since there are 
problem showing interface text with accentuated chars 
for example, this is the top menu :
    Structure SQL  Rechercher Requ?te Exporter Importer Op?rations Privil?ges 
Supprimer
    
It seems there's not such problem with the text contained in the databases
