Bug#362587: bzrtools: missing dependency to pybaz

The baz-import plugin does not work due to pybaz not being in the depencies:

$ bzr baz-import
This command is disabled.  Please install PyBaz.

[The funny thing is though that even after 'apt-get install pybaz', the
above command produces the same error. This is of course a different bug.]

Right, it was already reported in #346332. Since this bug doesn't break 
all bzrtools plugins, it isn't serious. It's a important bug. Please

read the Severity Levels related documentation[0] or just:

[...]
serious
is a severe violation of Debian policy (roughly, it violates a 
must or required directive), or, in the package maintainer's 
opinion, makes the package unsuitable for release.

[...]
important
a bug which has a major effect on the usability of a package, 
without rendering it completely unusable to everyone.


I'm not violating Policy 3.5, because the dependency isn't there yet (as 
you can read in #346332) but bzrtools isn't unusable, there are 27 
plugins and we've only one plugin that isn't working as you pointed

out with this report.
