Bug#372159: moodle: Please provide de_utf8 language pack

The de_utf8 language pack is available from moodle. It seems that it
is available since 2005-11-24. So please provide it with the debian
package. And if there are some more, which you don't provide, ship
them also with the debian package.

Why isn't de_utf8 included in the moodle upstream tarball then? Anyway IIRC 
Moodle is moving to utf8 for every language in 1.6, which should be out 
*really* soon now.
