Hi,

After a break of electricity, an UPS (MGE Evolution 800) is
with the status: OL CHRG OFF

According to the source code (drivers/newhidups.h):
OL   -> one line
CHRG -> charging
OFF  -> ups is off  !!?   

The UPS is on and run, it is not off.
 
It misses in documentation an explanation of the various status.
