   This is an intended rule. The original Zookeper game has it, too. I
believe it is a compensation for the advantage the special tile gives.

The game shows No more moves and restarts the level when it is 
impossible to finish it.  There is a bug in the check: when there are 
remove all instances of a random monster tiles, there is always a 
possible move, which is to click on them.  This is not counted and so a 
level can be discarded when it shouldn't.
