I understand that we want to be more careful for standard headers but for XC/XS headers, we could be a bit less picky. Agreed, but if there is no real consensus about what it means... there is no point in accumulating cruft in such headers, either, and also (from the perspective of the packager) it is of doubtful merit to add headers which may have no defined semantics.
