Former version of the acct package used /var/account for pacct.
In this version the behavior changed.
After an upgrade from Debian 3.1 I noticed that the path changed
but the directory /var/log/account was NOT created.

Maybe there should also be a automatic mechanism to move pacct from
/var/account to /var/log/account.
