It's not included in upstream and I'm not in favor of adding it through
Debian patches.

If you'd like it included then I would strongly encourage you to
convince upstream to include it.  Debian packaging isn't the appropriate
place to have utilities be added unless they're used by the packaging or
very simple (and sometimes not even then).

An utility, called mktemplate_gis, was included in previous unofficial releases 
of postgis. It can be 
useful, especially for new users, because it makes a template with GIS 
functions in the database, and 
saves the user to do it by himself.
I would advise to put it back in, if possible.
