Hi,

running dh-make-perl results in

% dh-make-perl RT-Extension-CommandByMail-0.05   
cut: option requires an argument -- d
Try `cut --help' for more information.

and the perl version in the resulting debian/control is empty:

Build-Depends-Indep: perl (>= )

The attached patch fixes this.
