How important is this little detail? If you skip "-out $file" then it
will write the output.

Consider this:

   openssl enc -rc4 -d -salt -pass pass:$pass -in $file -out $out

When the parameter:

out=-

The openssl treat this as plain filename, a dash(-). 

SUGGESTION

Treat output filename dash(-) as STDOUT marker and write the content as is, not 
in disk.
