Au contraire. The SONAME has been bumped, and libOggFLAC has been
*removed*! No, I'll have to transition this one like I did last time..
it will happen in a few days.

According to the flac FAQ, the version relates to the stream format
not the ABI. As such the change from 1.1.2 indicates only that the
stream format has been revised; it says nothing about the ABI
changes.
