I have a new suspect: CONFIG_ACPI_PROCFS. Battery status is working now with 
this option enabled (although I now run 2.6.21).

From the Kconfig:
config ACPI_PROCFS
bool "Procfs interface (deprecated)"
depends on ACPI
default y
---help---
  Procfs interface for ACPI is made optional for back-compatible.
  As the same functions are duplicated in sysfs interface
  and this proc interface will be removed some time later,
  it's marked as deprecated.

If you can confirm that it uses this interface, I think this bug can be 
closed, or perhaps better changed to a wishlist to make sure HAL migrates 
away from it soon.

So I just tried with the standard etch kernel 2.6.18-4-amd64, and the battery 
status is reported correctly.

Either there are changes in recent kernels, or some other configuration option 
is missing in my config.

What kernel version are you running ? Does it also fail with the 2.6.18 as
available from sid and etch (if your not running a debian kernel)

From which hal version did you upgrade?
Does it also happen with a stock Debian kernel?

HAL doesn't seem to show the battery status on my Thinkpad R60 any
longer. The result is that all the battery status information in
kpowersave disappeared, and it shows the laptop as being on AC power
all the time.

(I'm not sure this is a HAL problem, but I haven't upgraded kpowersave
