I'm the upstream maintainer of the manpages stylesheet in the DocBook XSL stylesheets distro, and I'm writing to say what Daniel noted earlier is completely correct.
I made a backward-incompatible change in the 1.72.0 release that resulted in a regression that caused the bug described in this bug report. I have reverted that for the 1.73.0 release.
