OK, it looks like the problem may be that aptitude complains about not being able to lock a file whenever a fatal error occurs (even a non-lock-related one) before it tries to acquire the lock. I can fix that pretty easily by aborting the install before I try to grab the lock. The underlying issue in your case was that apt error. It's generated in acquire-item.cc and appears to indicate that apt can't find anything to download for the package. The fix is probably to update the package cache, as you discovered.
