Munin's apache_volume plugin needs the LWP::UserAgent perl module,
which is provided by Debian's libwww-perl package. I therefore
suggest that munin should suggest or recommend (or maybe require)
 libwww-perl.

It does, but you're looking at the wrong package. The apache_volume
plugin is contained in the package called munin-node, which has
suggested libwww-perl for ages. I'm closing this bug.
