Control: tag -1 - pending patch Control: tag -1 + confirmed wontfix
Since we've split qemu-system package into per-target smaller packages, I think there's no good reason anymore to move firmware to recommends. Since really, without firmware qemu emulators don't work, we'll just end up with broken packages. With per-target qemu-system, firmware becomes less of a deal. Tagging as wontfix for now.
